Transportation Improvement Program
The Transportation Improvement Program (TIP) document is required under federal transportation legislation. This publication lists all federally funded transportation and transportation-related projects to be undertaken within the transportation study area by implementing agencies over the next five years. NWARPC develops the Northwest Arkansas Regional Transportation Study (NARTS) TIP, in cooperation with the Arkansas Highway and Transportation Department (AHTD).
The FFY 2016 – 2020 TIP includes all transportation improvements planned or programmed within the MPA that will utilize federal funding for all or part of their implementation costs. The purpose of the TIP is to assist in coordinating the use of these funds for area-wide transportation improvements and to ensure that the projects that are the recipients of these federal funds are in conformance with the 2040 NWA Metropolitan Transportation Plan (MTP) adopted on March 23, 2016.
The projects that are contained in the FFY 2016 – 2020 TIP have been selected by and coordinated with local units of governments within the MPA and with AHTD and MoDOT.
They have been reviewed for consistency with the 2040 MTP, responsiveness to local and regional needs, and for the availability of federal funds and non-federal matching funds.
Amendments and Administrative Modifications:
On June 17, 2016 the TAC and RPC/Policy Committee voted via BALLOT unanimously to approve Amendment # 1 to include various Arkansas Statewide Sealing Projects.
On October 26, 2016 the RPC/Policy Committee voted to approve Amendment #2. Amendment #2 includes projects based on data included in the Missouri Department of Transportation Statewide Transportation Improvement Program (STIP).
On December 6, 2016, the RPC/Policy Committee approved Administrative Modification #1 to extend the northern terminus to Hwy. 264 for Job #012285.
On January 25, 2017, the RPC/Policy Committee approved Amendment #3 which includes addition of various Federal Land Access Program (FLAP) type projects in Arkansas and removes system preservation funding from one AHTD job and program a new AHTD job in Benton County.
On March 20, 2017, the RPC/Policy Committee approved Amendment #4 that concerned mitigation work resulting from the construction of the 4-lane project on Hwy. 62, to include improvements inside the Pea Ridge National Military Park and additional work removing drainage structures and restoring the natural topography in the of highways rights-of-way.
On August 1, 2017, the RPC/Policy Committee approved Administrative Modification #2 to allow Ozark Regional Transit and Razorback Transit to use the full funding amount of $712,000 from STBGP approved in 2015.
On September 27, 2017, the RPC/Policy Committee voted Amendment #5 which approved the request from Missouri Department of Transportation (MoDOT) that the TIP reflects changes based on the new Missouri FFY 2018-2022 Statewide Transportation Improvement Program (STIP).
On November 3, 2017 the RPC/Policy Committee approved Amendment #6 which include I-49 signing and ITS improvements and STBGP-A and TAP projects.
